In order to understand this verse you have to read Romans 15:9-12. Paul was trying to communicate that God has always desired for all the peoples to praise him together. A by-product of praise and corporate worship is God’s joy will filling your hearts.

The ending of this chapter speaks about the stone that the builders rejected but that God selected. This imagery was fulfilled in Jesus. It is for this reason that we can rejoice in the day that God has given us. Even if man rejects us, we are still chosen by God to accomplish a specific work. Though you have not seen him, you love him; and even though you do not see him now, you believe in him and are filled with an inexpressible and glorious joy, for you are receiving the end result of your faith, the salvation of your souls. – 1 Peter 1:8-9
Rejoicing in Christ means thanking and praising him because you are receiving the goal of your faith, which is salvation.
If you keep my commands, you will remain in my love, just as I have kept my Father’s commands and remain in his love. I have told you this so that my joy may be in you and that your joy may be complete. My command is this: Love each other as I have loved you. – John 15:10-12
Joy is internal stability in spite of external circumstances because of the knowledge that God is in control. It is a settled assurance and quite confidence in God’s sovereignty that results in the decision to praise him.
You have put more joy in my heart than they have when their grain and wine abound. – Psalm 4:7
Two kinds of Joy are contrasted here. Inward joy that comes from knowing and trusting God and happiness that comes as a result of pleasant circumstances. Inward joy is steady as long as we are trusting God while happiness is unpredictable. Inward joy is lasting, while happiness is temporary.
But let all who take refuge in you rejoice; let them ever sing for joy, and spread your protection over them, that those who love your name may exult in you. – Psalm 5:11
This verse speaks about taking refuge in God. When someone finds their safety in God and not in the world or any of its systems you can rejoice. Being rooted in God is the only place that cannot be shaken and this is reason to rejoice.
Create in me a pure heart, O God, and renew a steadfast spirit within me. Do not cast me from your presence or take your Holy Spirit from me. Restore to me the joy of your salvation and grant me a willing spirit, to sustain me. – Psalms 51:10-12
Sin will take the joy of God from your heart. And this is easy to understand why. God is holy and cannot dwell in sin. If you are in a lifestyle of sin, then God is not there with you and cannot be your refuge. If he is not your refuge then you have built your safety and security on something with a shaky foundation and when the world shakes, it will shake you as well. Therefore, you won’t have true joy if you are living in sin. This is why when you sin you have to ask God to create in you a clean heart and restore the joy of salvation… being safe in Him.
